Precipitation measurements with high spatiotemporal resolution are a vital input for hydrometeorological and water resources studies; decision-making in disaster management; and weather, climate, and hydrological forecasting. Over the past two decades, the Precipitation Estimation from Remotely Sensed Information using Artificial Neural Networks (PERSIANN) products which have been developed at the Center for Hydrometeorology & Remote Sensing (CHRS), UC Irvine in collaboration with the UNESCO-IHP G-WADI network, have been produced and incorporated in a wide range of studies and applications. This presentation introduces the basic concepts of satellite precipitation monitoring, the PERSIANN algorithms and near real-time and climate data record satellite precipitation products developed by CHRS. This presentation also introduces the data and information systems by CHRS including the real-time high-resolution satellite rainfall observations (iRain) for hydrologic and natural disaster management applications.

Dr. Kuolin Hsu is a professor in the Department of Civil and Environmental Engineering, the Henry Samueli School of Engineering, University of California, Irvine. He serves as the Associate Director in the Center for Hydrometeorology and Remote Sensing (CHRS). Dr. Hsu’s research focuses on integrating both system and artificial intelligence methods to address critical water and environmental challenges. His recent investigation covers hydrologic process modeling, remote sensing precipitation, and data-driven approaches for water management. He was team member of U.S./China Clean Energy Research for Water-Energy Technology (CERC-WET: 2015-2020). Dr. Hsu lead activities including understanding the impacts of climate extremes on hydrology and hydropower generation from reservoir operations.
Dr. Hsu obtained his Ph.D. in Hydrology and Water Resources from the University of Arizona in 1995. He is a member of the American Geophysical Union (AGU) and the American Meteorological Society (AMS). He had served as an Editor and Associate Editor of international water journals, including Water Resources Research, Journal of Hydrometeorology, Journal of Hydrology, and Water. As a team member of the International Precipitation Measurement Working Group, Dr. Hsu contributes to advancing the measurement of precipitation using remote sensing technology. He has published more than 170 peer reviewed papers and has received more than 23,000 citations with an h-index of 65.
